The Commonwealth of Pennsylvania is a state located in the Middle Atlantic region of the United States of America. As of 2005 the state has the 17th largest economy in the world.

One of Pennsylvania's nicknames is the Quaker State; in colonial times, it was known officially as the Quaker Province, in recognition of Quaker William Penn's First Frame of Governmentconstitution for Pennsylvania that guaranteed liberty of conscience. Penn knew of the hostility Quakers faced when they opposed rituals, oaths, violence, and what they viewed as ostentatious fripper.

Pennsylvania has also been known as the Keystone State since 1802, based in part upon its central location among the original Thirteen Colonies forming the United States. It was also a keystone state economically, having both the industry common to the North, making such wares as Conestoga wagons and rifles, and the agriculture common to the South, producing feed, fiber, food, and tobacco.

Pennsylvania has 51 miles (82 km) of coastline along Lake Erie and 57 miles (92 km)of shoreline along the Delaware Estuary. Philadelphia is Pennsylvania's largest city and is home to a major seaport and shipyards on the Delaware River.

Housing Counseling Agencies
More than 30 housing counseling agencies offer free counseling services to first-time buyers of homes in the City of Philadelphia. Eligibility requirements apply.

What types of services are provided?
Professionally trained housing counselors at each agency conduct free group and individual counseling sessions on prepurchase topics such as:

  • personal credit repair and credit maintenance;
  • money management through budgeting;
  • rights and responsibilities of homeowners;
  • the mortgage application and purchase process;
  • financial assistance programs;
  • maintenance of the house.

Most housing counseling agencies offer free services after you buy a home including:

  • mortgage delinquency and default counseling;
  • foreclosure prevention and intervention counseling;
  • identifying and avoiding predatory lending practices.

Who is eligible?
To be eligible for free housing counseling, you must be buying a home for the first time. The house must be a single-family property located in Philadelphia in which you will live. You must apply before signing an agreement of sale. Your annual income cannot be more than the amount listed below for the number of people living in your household.

How do I apply?
Contact one of the housing counseling agencies listed below. Before you call, get the following information together so you can give it to the housing counselor:

  1. amount of total annual household income;
  2. source of that income (employment, SSI, DPA, etc.);
  3. number of people in your household
